Have the irrigation backflow assembly tested, repaired or replaced and the record filed the way the water provider requires.
Backflow rules in Sun City are not set by a city code, because there is no city. They come from the tariff EPCOR Water Arizona files for its Sun City Water District, approved by the Arizona Corporation Commission, and from the two Arizona rules that tariff cites. A homeowner who receives a notice about an assembly is dealing with EPCOR's cross-connection programme.
The cross-connection and backflow tariff, effective October 3, 2025, cites A.A.C. R14-2-405.B.6 and R18-4-215 and lets EPCOR require a customer to pay for and install a backflow prevention assembly where R18-4-215 calls for one. Where an assembly is required on domestic or irrigation service, the tariff names the type: a lead free reduced pressure principle assembly. An existing customer who must add one receives written notice and thirty days to comply, and the period can be extended for good cause. EPCOR's cross-connection page adds the testing occasions: on installation, after cleaning, repair or overhaul, after relocation, annually, and whenever the regulator requires. The EPCOR backflow tariff guide explains each requirement.
Sun City was built over eighteen years, from its 1960 opening to buildout in the late 1970s, according to the local history museum's series on the community. That means every irrigation connection here was plumbed decades before the current tariff took effect. Some yards may have an assembly that was added since; others may still have the original connection and zone valves with nothing between them and the meter. The tariff's thirty-day notice exists for exactly that situation: an existing customer is not expected to know the rule until EPCOR gives written notice. If a notice arrives, read which assembly type it asks for, note the date, and settle the location of the new assembly before booking, because it has to sit where it can be reached for annual testing and where SCHOA's request that equipment be screened by planting can be met.
Within ten days of installing or testing an assembly, the customer gives EPCOR records including the serial number, make, model and size, where on the lot it sits, the test dates, any repairs, the tester's name and certificate number, the test gauge serial, the meter number and the premise number. A failed assembly is repaired or replaced within fourteen days of discovery and retested, or service can be terminated; where there is an obvious hazard, termination can be immediate. EPCOR says testing companies on its list provide proof of liability insurance, a state contractor's licence, current tester certification and calibrated equipment; those are EPCOR's list requirements, so check the list or ask crossconnection@epcor.com before booking. Confirm too that the bill names the Sun City Water District, since Sun City West has its own district and tariff. Zone valves in the yard are covered under valve and solenoid repair in Sun City, and new connections under irrigation system installation in Sun City. The general method is on the backflow testing service page, and every service is listed on the Sun City hub.

Under EPCOR Water Arizona's programme, assemblies are tested by a certified tester when installed, when cleaned, repaired or overhauled, when relocated, every year, and whenever the regulator requires. Other providers set their own schedules, so check the one named on the water bill.
